The ultra space virus had landed four corners of the earth.  It will take many years before an effective vaccine being developed as anti-corona virus.  This had affected all walks of life, including higher education both at home and oversea countries, including ACCA., ICSA., LCCI and other examinations conducted by professional bodies. 

Due to covid-19, all public and private universities and colleges in Malaysia are lockdown until 31.12.2020.   Higher institutions are required to conduct Online Teaching instead of face-to-face.  ACE College will commence online teaching with regular interaction with students by either Zoom or Microsoft Team 365

During Covid-19 which higher educational institutions introduced Online Teaching, the status or 5-star campus is no longer material, what matters are courses of studies and presentations by course Lecturers concerned.

For past 3 years since 2010, we had published in ACE College website a weekly series of 147 out of total 152 official National Tourism websites, only 5 remaining well-known countries do not have proper national tourism websites, these will be replaced by other countries. We had revised the World Tourism Websites to include only ONE official National Tourism Website for each country which will be launched soon.

All the websites are carefully vetted by approved international auditors to be authenticated National Tourism Websites of the respective countries.  We will release the revised national tourism websites [updated] in due course, upon MOU with interested international News Agency. 

This is a non-profit and non-political project undertaken by Mr. Eddie Kok, FCCA, ACIS, CA, RAS, AMBIM, to promote tourism worldwide, irrespective of their cultures, creed/race, political ideology or nationality of the respective countries.   Mr. Kok, the brainchild of World Tourism Websites will not receive any profit as all income derived from this project will be donated to those countries affected by natural disasters.

World Travel Guide was officially launched on 17th March 2006.  Complimentary copies were given to our Malaysian National Library and other ASEAN national libraries.   Complimentary copy will be given to authenticated official National Libraries overseas,  upon official request subject to advance prepaid postage.

The public demand for good administration of those officers in authority or ministry concerned has become more crucial issue in the coming 13^th General Election.

As in the case of O’Reilly v Mackman reported in All England Report [1982], Lord Diplock reiterated :- 

“The public interest in good administration requires that public authorities and third parties should NOT be kept in suspense as to the legal validity of a decision the authority has reached in purported exercise of decision-making powers for any longer period than is absolutely necessary in fairness to the person affected by the decision”.

ACE College is forced to file court proceedings soon against the authority for groundless and unmeritorious delay for 5-month in its application.  This is the first and only time since its existence 25 years ago that such legal action is instituted to resolve abuse of powers.  It is hoped that those who are entrusted with public duties will resolve the matter amicably in the interest of education.

Congratulations to Malaysia for obtaining UNESCO recognition of Lenggong Valley, Perak as the World Heritage Site.  It will certainly give Malaysia a big boost to international tourism to this hidden natural beauty in Malaysia.

Lenggong not only has its archaeological background of Perak Man way back 11,000 years ago, it also has the best lakes - Tasik Chenderoh, Tasik Raban, icy-crystal waterfalls, excellent mountains for jungle trekking and Safaris, tea plantations and above all, windy-cool climate all year-round.  It is  45-minute drive from Ipoh by Expressway, another 45-minute drive to border town of Thailand, Betong.  

After almost 2 years since we launched the weekly official national tourism websites, we are indeed pleased that we had published 141 countries worldwide with national tourism websites as shown below:-

We had removed the link to the respective national websites until we had completed the remaining 11 countries, making a total of 152 countries worldwide.

We have just completed 46th Weekly Series of 138 countries official national websites worldwide.  The following countries without official national tourism website of interest had been replaced by the following countries:-

 Massachusetts Institute of Technology in United States had become the world top 3 universities which had overtaken Yale University in United States in 4^th position.  There is no universal guidelines that only universities can confer bachelor, master or doctorate degrees.  

The Management and Staff of ACE College wish each and everyone a Happy, Successful and Meaningful New Year.  In 2012, the Year of the Dragon, we hope to overcome all unreasonable obstacles and hindrances towards our motto Academy Continued Excellence.

On our world tourism websites, we had already published 43rd weekly series of 129 countries official national websites, the remaining 23 countries  either do not have creditable or official national websites.  As such, it will take us longer time to publish all the 152 countries for international voting.   We hope to release all the official national websites of the 152 countries in due course.

This will make reference to these countries readily available to foster better understanding of these countries background, national data  and tourism.  We will keep readers informed of such Tourism Alerts from time to time as and when such Hot News reported worldwide as part of our services to international communities.

Top World Cup Countries:

World Cup fans can now view the historical football background of the leading football countries, just click on the main page of the respective countries, namely Spain v Holland and Germany v Uruguay.  ACE College had launched 6th weekly series of virtual tours of 152 countries all over the world since 31^st May 2010.

Three official tourism websites are carefully selected on random basis for publication weekly.  These websites represent the national tourism websites of the respective countries concerned.  It is hoped to complete all the 152 countries all over the world in 12 months or 52 weeks’ time.

Many tourism websites are of advanced information technology come with YouTube, national music input and videos recording which make virtual tours  indeed really interesting and informative.

This information technology is published free of charge without any obligation to the countries concerned. Although we had published 11 official tourism websites for Malaysia, unfortunately the local media had boycotted the news to its readers.  

We firmly believe that our Government's policy is to make Malaysia a knowledgeable society so that we can compete with other developed nations of the World.

The status of intake of international students has been referred to YB Minister of Home Affairs  for a decision :-

Section 89[1] Akta IPTS 1996 and Article 12[1]  of the Federal Constitution read as follows :-

Section 89 - Distinction of Race and Creed Prohibited:

"A private higher education institution shall be open to ALL persons irrespective of nationality (whether local or international students)"

Article 12 - Rights in respect of Education:

"There shall be no discrimination against ANY citizen (whether Malaysian or foreign citizen) on the grounds of race, descent or place (country) of birth"

This issue was raised in the Editorial Comments on 1st January 2009 (as stated below).  Judging by the numerous repeated advertisements from various private higher institutions which appeared in the mass media for the past four (4) months, it is evident that most private university colleges and colleges had not yet achieved its students intake target.

The editorial staff visited the 2009 Nampau-MQA Fair and ACEF 2009 by Malaysian Institute of Accountants on Saturday afternoon, 4th April 2009 at PWTC and Mid-Valley Megamall, Kuala Lumpur, respectively and found that the response from the general public was rather disappointing.

It is common knowledge that advertisements give good exposure for private higher education institutions concerned  but over-publicity can bring adverse results as the old saying goes -  "good wine needs no push".     This is  evident from the few advertisements received from  public universities.

The Management and Staff wish all students, readers, friends and associates a Happy and Successful 2009 New Year!!!

2009 will be eventful year in Malaysia and worldwide, particularly in view of the global financial crisis. Whether global financial crisis is related to global recession, it depends on the following factors :-

(a)   International institution investors are like a bump of bees, when there is no more honey, they will migrate to new territories.

(b)   International institution investors do not normally hoard monies or be contented to deposit their monies in financial institutions for safe-keeping   and even then some banks collapsed in United States during recession.

(c)  International institution investors are under obligation to pay good dividend to their clients, such as our EPF to the contributors.

Whether Malaysia will ride over recession will depend on the next six (6) months and whether the newly-elected Obama, took over office as President of United States, institutional investors’ confidence will return to western society.

In the light of the foregoing, it is unlikely that there will be global recession unless due to unprecedented developments in world economy scenario.

Is Private Higher Education Recession-Proof?

When the economy is booming, students are in no hurry for employment market as there are abundant of jobs waiting for them either in Malaysia or overseas, such as Singapore and China. Most students could opt for 1st, 2nd and even 3rd degrees as it is much more easier to obtain financing for their education.

During 1988 and 1998 when the economy slipped into recession, there was a sudden rush for jobs and many students adopted wait and see attitude for jobs. Whether this attitude prevails in future, it will definitely affect the private higher education institutions.

Many graduates working aboard either in Singapore, China or England will return home seeking for employment, thus creating shortage of jobs in the employment market.

Many big companies had adopted a prudent policy by down-sizing their operations to cut costs in order to survive during bad times. The small companies can survive better during recession with low-overheads as compared with big companies with high fixed costs.
